摘　　要：项目管理专业机构参与政府科技项目过程管理是科技项目管理改革的重要组成部分,也是优化项目管理模式,全面落实“放管服”改革工作的重要内容之一。各级科技部门和组织机构协同合作是保障科技项目顺利实施的重要途径。文章对国内外现有组织或第三方机构作为项目管理机构参与政府科技计划项目管理的模式进行研究和分析,学习借鉴其他地区的成功经验,结合西藏自治区现行政策或举措,查找发现现有项目管理模式运行过程中存在的困境和问题,提出相应解决建议,促进专业管理机构发挥职能优势,实现有效转化科技成果。The participation of professional management institutions in the process management of government science and technology plan projects is not only an important part of the reform of science and technology plan project management,but also an important content of optimizing the project management mode and comprehensively implementing the reform of“release,management and service”.Coordination and cooperation between science and technology administrative departments and organizations at all levels is an important way to ensure the smooth implementation of various science and technology projects.This paper studies and analyzes the mode of existing organizations or third parties in foreign and domestic provinces and cities participating in government science and technology project management as professional institutions of project management,draws lessons from the successful experience of other regions,combined with the current policies and measures in Xizang,finds the problems existing in the operation of the existing management mode,puts forward corresponding solutions,and promotes the functional advantages of professional management institutions,making the most effective transformation of scientific。
