传染病社会感知监测协同治理的公众参与困境与对策研究

摘　　要：卫生相关政策、项目的实施往往注重自上而下式的行政设计而缺乏自下而上式的参与设计。权力的失衡和协同的不足阻碍社会智慧与疾病预防控制事业的融合及创新发展。从公众参与的角度出发,在系统梳理社会感知与传染病监测、公众参与和协同治理概念内涵的基础上,界定了传染病社会感知监测协同治理的公众参与内涵。从权力、能力和意愿三维视域刻画了制约我国公众参与传染病社会感知监测协同治理的三重困境,并进一步形成三者间的PCW框架,围绕主要问题、主要方面和主要动力展开分析,为落实公众参与政策要求、充分发挥公众在我国传染病社会感知监测事业的积极作用提出相关对策建议。Health-related policies and project implementations often focus on top-down administrative designs and lack bottom-up participatory designs.The imbalance of power and insufficient collaboration hinders the integration and innovative development of social wisdom and disease control endeavors.From the perspective of public participation,based on systematical review of the concept and connotation of social sensing and infectious disease surveillance,public participation,and coordinated governance,it defines the connotation of public participation in the coordinated governance of infectious disease social sensing monitoring.The threefold dilemmas constraining public participation from the three-dimensional perspectives of power,capability,and willingness has been identified,forming a PCW logic among the three.Conducting analysis around the main issues,main aspects and main driving forces,to propose relevant countermeasures and suggestions for implementing public participation policy requirements and giving fully play to the positive role of infectious disease social sensing monitoring endeavors in China.
