乡村振兴战略促进农民农村共同富裕的行动机制与责任体制——基于首批国家级田园综合体的多案例考察研究

摘　　要：促进农民农村共同富裕需要以乡村振兴为战略支撑,乡村振兴亦丰富农民农村共同富裕的高质量发展内涵,田园综合体则见微知著地反映出经验性做法。基于首批4个国家级田园综合体试点的多案例研究,从责任、内容、路径、目标、保障五维度搭建分析框架。研究发现,田园综合体建设成效彰显出乡村振兴战略促进农民农村共同富裕的正向性效应,构建起多元共参、多方共建、权责共担、利益共享、资产共管的行动机制,实现建设投资“多主体、多元化”,投资方向“重基础、重产效”,资金使用“多形式、多通道”,收益分享“众参与、众分享”以及管理运营“固资产、强集体”。在未来实践中,还需重塑各参与主体的责任体制,即确立基层党组织“带头人”地位、明确政府“服务者”定位、站稳村民“主人翁”位置、补足社会组织“中间者”力量以及摆正社会资本“共享者”角色。Promoting the shared prosperity for farmers and rural areas in China requires the strategic support of rural revitalization.Rural revitalization can also enrich the high-quality development implications of the shared prosperity for farmers and rural areas.The construction of the rural complex as a case can comprehensively reflect the experiential approach of the rural revitalization strategy for promoting the shared prosperity for farmers and rural areas.This paper investigates the situations of the first four national pilot projects of rural complexes,and builds a theoretical analysis framework from five dimensions:responsibility,content,approach,goal and guarantee.It concludes that the effective construction of the rural complex demonstrates the positive effect of the rural revitalization strategy in promoting the shared prosperity for farmers and rural areas,helps build an action guarantee mechanism of multiple participation,multi-party construction,shared power and responsibility,shred benefits,and asset co-management,achieves the investment goals of“multiple investors and diversified investment”,the investment focus of“priority for infrastructure and priority for productivity”,the use of funds in multiple forms and channels,the sharing of benefits with the participation of all parties,and the good operational management of the assets and the enhancement of the collective interests.In the future implementation of the rural revitalization strategy to promote the shared prosperity for farmers and rural areas,it is necessary to reconstruct the responsibility system for all participating parties,that is,to confirm the leading role of the grassroots party organizations,clarify the role of the government as a“service provider”,secure the villagers position as a“master”,enhance the force of the social organizations as an“intermediary”,and ensure the role of social capital as a“sharer”in the whole process.
