中国式现代化视域下的产业备份共同体构建:必要性与路径

摘　　要：国际形势复杂多变及不确定性日益增加,安全性成为各国经济发展的首要考量。然而,中国29个制造业大类90%集中在东部地区,产业备份严重不足。因此,随着中国式现代化加快推进,亟须加强产业备份,提速建立产业备份共同体,以提高产业安全和国家整体安全。从备份产业的选择与识别、备份地区的调整与布局、备份模式的突破与创新三维度的分析表明,可通过以下具体措施,推动在中西部地区备份关键产业并迅速形成产业备份共同体:一是基于数字安全以数据驱动为根基;二是基于务实落地以项目驱动为手段;三是基于双向激励探索“双飞地”模式;四是基于制度保障打造优质营商环境;五是基于互利共享实现机制协调。The international situation is increasingly becoming complicated and uncertain,which makes every country to focus on security as the primary consideration in its economic development.However,90%of the major kinds of the manufacturing industry are in the eastern region of China,which leads to poor industrial backups.Thus,with the quick promotion of Chinese-style modernization,it is urgently necessary to improve the industrial backups and accelerate the construction of a community of industrial backups in order to improve the industrial security and the security for the whole country.The three-dimensional analysis that covers the selection and identification of the industrial backups,the distribution and adjustment of the areas involved in the industrial backups,and the innovation and breakthroughs of the backup modes reveals five coping strategies for promoting the construction of the key industrial backups in the central and western regions of China and the quick construction of a community of industrial backups:digital-driving approaches based on digital security as the foundation,practical projects as the means,the exploration of the cross-regional models based on two-way initiatives,the institutional guarantee for favorable business environments,and the realization of a mechanism-oriented coordination based on mutual benefits.
