数据要素促进了劳动力城乡双向流动吗?

摘　　要：劳动力在城乡之间双向流动是新时期构建统一大市场、畅通要素流动、实现乡村振兴的现实需求。数据要素作为一种新质生产要素,对传统生产要素可能产生交互影响。采用独特的地级市“数据要素价值”数据与“中国家庭金融调查”个体数据匹配,实证检验其对劳动力流动的影响。研究发现,“数据要素价值”提高有助于农村劳动力向城镇流动,却显著抑制了城镇劳动力向农村流动,就业和收入是重要的作用机制。虽然“数据要素价值”暂未促进劳动力城乡双向流动,但它缩小了城乡人口流动的差距以及东部和中西部人口流动的差距,对城乡融合和区域协调发展发挥了积极的作用。该研究从微观视角探讨了数据要素与传统劳动力要素之间的作用机制和交互影响,拓展了数据要素的经济学分析框架。The bidirectional labor migration between the urban and rural areas of China is a practical necessity for building a unified market,facilitating the movement of factors,and achieving rural revitalization in the new era.As a new-quality productive factor,the data factor may interact with traditional production factors.This study utilizes the unique data of“the value of the data factor”of the prefectures in China,matched with the individual data from the“China Household Finance Survey”,to empirically test the impact of the data factor on bidirectional labor migration.The study finds that an increase in“the value of the data factor”promotes the migration of rural labor to the urban areas but significantly inhibits the migration of urban labor to the rural areas.Employment and income are important action mechanisms in this process.Although the“the value of the data factor”has not yet facilitated the bidirectional labor migration between the urban and rural areas,it has narrowed the gap in the population flow between the urban and rural areas,as well as between the eastern and central and western regions of China.This has played a positive role in urban-rural integration and regional coordinated development.The study explores the action mechanism and interactive impacts between the data factor and traditional labor factors from a micro-perspective,providing an extension to the economic analysis framework of the data factor.
