“三有”协同视角下的城市碳排放多元监管机制

摘　　要：党的二十届三中全会提出的“完善生态文明制度体系”“健全绿色低碳发展机制”相关决策为综合型碳减排环境规制的有效施行指明了方向。地方政府、碳排放企业及公众三方的演化博弈模型理论计算及Matlab仿真结果表明,不论三方初始合作意愿如何,一旦满足相关奖惩约束条件,政企终能协同。低碳城市试点的碳减排实证效果及其中的政府干预、市场手段和公众参与三者对碳减排的影响机理证实了有为政府和有效市场能协同降碳,而公众在政府有效监督时会选择退居二线。“三有”协同的城市碳排放监管机制能够将传统“督企”转变为“督企”与“督政”并重,可以有效促进城市碳减排。而构建“三有”协同赋能的城市碳排放多元监管机制,就是要做到有为政府与有效市场的协同,奖惩并重;就是要实现有为政府和有序社会的协同,构成多元监管主体;就是要让有为政府服务于有效市场和有序社会。The relevant claims of“improving the ecological civilization system”and“improving the green and low-carbon development mechanism”proposed at the Third Plenary Session of the 20th CPC Central Committee point out the direction for the effective implementation of the environmental regulation for comprehensive carbon emission reduction.The theoretical calculation of the evolutionary game model and Matlab simulation results of the local government,carbon emitting enterprises and the public show that no matter what the initial cooperation willingness of the three parties is,once the relevant reward and punishment constraints are met,the government and the enterprise can eventually cooperate.The empirical effect of carbon emission reduction in the low-carbon city pilot project and the influencing mechanism of the government intervention,the market means and the public participation on carbon emission reduction confirm that the effective government and the efficient market can cooperate to reduce carbon emission,while the public will choose to take a back seat when the government effectively oversees.The supervisory mechanism for urban carbon emission coordinated by“the effective government”,“the efficient market”,and“the orderly society”can transform the traditional“supervision over the enterprises”into the equal emphasis on“supervision over the enterprises”and“supervision over the government,”which is conducive to urban carbon emission reduction.The construction of the multiple regulatory mechanism of urban carbon emissions with the synergy of“the effective government”,“the efficient market”,and“the orderly society”aims to achieve the synergy between the effective government and the efficient market,and pay equal attention to rewards and punishments.It also aims to realize the coordination between the effective government and the orderly society,form multiple supervisory agencies,and make the effective government serve the efficient market and the orderly society.
