摘　　要：新时代“枫桥经验”强调因地制宜创新矛盾纠纷多元化解机制,促进矛盾纠纷高效化解。其与具有高度群众性和自治性特征的人民调解制度在运作逻辑和制度目标上存在内在一致性。作为社会治理机制的一项制度性创新,派出所驻所调解通过警察权的介入为社会矛盾纠纷的集中化解和纠纷解决效率的提升提供了发展契机和组织依托,但在实践中仍面临自治性弱化、专业性不足以及协同性缺失的问题。在当前“派出所主防”机制下,驻所调解应当深度融合社会多元协同治理理念与法治和德治相结合的价值平衡,通过制度完善、专业提升、资源整合以及科技赋能等机制举措,推动矛盾化解从“行政管控”转向“社会共治”,实现基层治理现代化。The "Fengqiao Experience" in the new era emphasizes the innovation of diversifiedmechanisms for resolving conflicts and disputes according to local conditions, promoting efficientresolution of conflicts and disputes. It has inherent consistency with the highly popularand autonomous characteristics of the people's mediation system in terms of operational logic andinstitutional goals. As an institutional innovation in social governance mechanisms, the mediationof police stations provides development opportunities and organizational support for the centralizationof social conflicts and disputes and the improvement of dispute resolution efficiencythrough the intervention of police power. However, in practice, it still faces problems such asweakened autonomy, insufficient professionalism, and lack of collaboration. Under the current "police station led prevention" mechanism, on-site mediation should deeply integrate the conceptof social diversity and collaborative governance with the value balance of combining the rule oflaw and moral governance. Through institutional improvement, professional enhancement, resourceintegration, and technological empowerment, we should promote the resolution of conflictsfrom "administrative control" to "social co governance" and achieve modernization ofgrassroots governance.
