绿色矿山建设实践及思考——以青田县为例

摘　　要：随着全球资源稀缺和环境问题的日益突出,绿色矿山建设成为矿业可持续发展的重要方向。青田县作为浙江省矿产资源丰富的地区,自2004年起积极推进绿色矿山建设,通过政策引领、技术创新和生态修复等措施,取得了显著成效。分析了青田县绿色矿山建设的现状,总结了其在提高政治站位、强化政策引领、明确建设目标、规范实施、生态修复和责任落实等方面的实践经验。同时,指出了绿色矿山建设中存在的评估指标不完善、企业认识不足、技术水平落后、政策落实不到位等问题,并提出了提高思想认识、强化政策引领、培养绿色矿山理念、推动产学研合作、加强监督考核等对策建议。旨在为绿色矿山建设的进一步发展提供参考,促进矿业发展与环境保护的和谐共生。With the scarcity of global resources and the increasingly prominent environmental prob-lems,the construction of green mines has become an important direction for the sustainable development of mining industry.As an area rich in mineral resources in Zhejiang Province,Qingtian County has active-ly promoted the construction of green mines since 2004,and has achieved remarkable results through poli-cy guidance,technological innovation and ecological restoration.The current situation of green mine con-struction in Qingtian County is analyzed,and its practical experience in improving political position,strengthening policy guidance,clarifying construction objectives,standardizing implementation,ecologi-cal restoration and responsibility implementation is summarized.At the same time,it is pointed out the problems existing in the construction of green mines,such as imperfect evaluation indicators,insufficient understanding of enterprises,backward technical level,and inadequate implementation of policies,and countermeasures and suggestions such as improving ideological understanding,strengthening policy guid-ance,cultivating green mine concepts,promoting industry-university-research cooperation,and strength-ening supervision and assessment are put forward,which aims to provide reference for the further develop-ment of green mine construction and promote the harmonious coexistence of mining development and envi-ronmental protection.
