大学运动式治理的价值意蕴、实践限度与转型路径

摘　　要：运动式治理是一种非常态化与非制度化的治理方式。大学运动式治理以高效、协同、服务为治理理念,以党政复合体制为主导机构、以行政—学术双元运行载体为治理结构,以行政权力为动力机制、以组织动员为运行机制、以资源集中为保障机制,在特定时期内针对突发性、紧急性或久拖未决的重大治理事务展开的专项行动,以快速实现治理目标。大学运动式治理嵌入大学治理实践中,研究通过“价值—限度—转型”3个维度探索运动式治理的有效性、适用限度与未来图景。在效能方面,大学运动式治理既是大学面临治理压力与资源限制的理性选择,又是应对科层常规治理失灵的有效手段,更是中国特色社会主义制度优势的重要体现。大学运动式治理展现了中国大学治理的智慧,提供了中国大学治理方案。在限度方面,大学运动式治理具有边际效用递减的规律。大学运动式治理在实践过程中面临着价值、运行与效果等方面的限度,具体表现为:工具理性与价值理性的冲突、内卷化困境以及治理效果的短期绩效与长期持续性发展要求之间的矛盾。因此,需要实现大学运动式治理工具理性与价值理性的平衡,推动运动式治理与科层常规治理的衔接,健全大学治理制度,完善治理体系,实现大学运动式治理的转型。The campaign-style governance is an unconventional and non-institutional governance approach.The university campaign-style governance adopts the governance concept of efficiency,collaboration,and service,with the Party-State Complex system as the governance structure,the administrative academic dual operation carrier as the governance structure feature,the administrative power as the driving mechanism,the organizational mobilization as the operation mechanism,and the resource concentration as the guarantee mechanism.During a specific period,special actions are carried out to quickly achieve governance goals for major governance affairs that are sudden,urgent,or have been pending for a long time.University campaign-style governance is embedded in the practice of university governance,exploring the effectiveness,applicability limits,and future prospects of campaign-style governance through the three dimensions of“value-limit-transformation”.In terms of effectiveness,university campaign-style governance is both a rational choice for universities facing governance pressure and resource constraints and an effective means to cope with the failure of bureaucratic routine governance,and it is also an important embodiment of the advantages of the socialist system with Chinese characteristics.University campaign-style governance demonstrates the wisdom of Chinese university governance and provides a governance solution for Chinese universities.In terms of limits,university campaign-style governance has the law of diminishing marginal utility.Therefore,university campaign-style governance faces limitations in terms of value,operation,and effectiveness in the practice process,which are specifically manifested as conflicts between instrumental rationality and value rationality,the dilemma of involution,and the contradiction between the short-term performance of governance effectiveness and the long-term sustainable development requirements.Achieving a balance between instrumental rationality and value rationality in unive
