摘　　要：新质生产力由新发展理念引领,代表生产力的前进方向。立足新发展阶段,我国应致力于推动消费变革,激发新需求,促使产业深度转型升级。这不仅能够为经济高质量发展注入新动能、开拓新空间,还能为因地制宜发展新质生产力创造条件。消费潜力的释放与升级对加速形成新质生产力具有内生动力作用,而产业技术创新与升级奠定了新质生产力发展的现实基础。消费与产业双升级从供需双侧畅通经济循环,可以通过培育新消费创造市场应用场景、优化要素配置提升产业供给质量、双循环叠加双升级打造现代化产业体系等路径实现。The new quality productivity,guided by emerging development paradigms,signifies the future trajectory of productive forces.At this advanced stage of development,China must drive transformative shifts in consumption,stimulate emerging demand,and catalyze the deep transformation and upgrading of industries.These efforts not only inject fresh momentum into high-quality economic development but also create favorable conditions for cultivating new-form productivity adapted to local contexts.The release and enhancement of consumption potential serve as an endogenous driving force in accelerating the formation of new-form productivity,while industrial technological innovation and upgrading provide a solid foundation for its growth.The dual upgrading of consumption and industry ensures seamless economic circulation from both supply and demand perspectives.This enables the cultivation and development of new-form productivity through various pathways,including fostering new consumption to create market application scenarios,optimizing resource allocation to improve the quality of industrial supply,and integrating dual circulations with dual upgrades to establish a modernized industrial system.
