空间治理视角下更新型片区控规编制研究与实践--以浙江省桐乡市西南入城口为例

摘　　要：在“实效化、精细化、动态化”的空间治理诉求下,面向更新地区空间治理,控规需在供需关系匹配度、更新导控精细度和意图表达包容度上形成转型应对。本研究结合桐乡市西南入城口控规实践,探索具有高度操作性和可推广性的更新型片区控规的编制方法体系。技术层面,搭建民生诉求前置和实施能效保障的总体框架,细化针对各类型存量空间的设施和功能提升管控,完善“管控清单+配套图则”的专项更新管控成果。实施层面,保持与治理层次的动态衔接,包括横向与相关技术职能部门和地方更新专项政策的实时对接,以及纵向对更新专项行动计划的积极指引,发挥片区级控规在横向协调、纵向传导中的重要平台作用。Under the spatial governance demand of“effectiveness,refinement,and dynamization”,for the spatial governance of the renewed areas,the regulatory plan needs to be transformed from the aspects of matching the relationship between supply and demand,and renewing the refinement of the renewal guide and control and the inclusiveness of the expression of intentions.This paper combines the practice of Tongxiang City’s Southwest Entrance Plan to explore the preparation method system of regulatory plan for renewed areas with highly operational and replicable.At the technical level,the paper builds a general framework of the front-loading of people’s demands and the implementation of energy efficiency guarantee,refines the improvement and control of the facilities and functions for different renewed areas,and improves the special renewal management and control results through“control list+supporting plans”.At the implementation level,the dynamic connection between the maintenance and governance level is realized,including the real-time connection between the relevant technical departments and local special renewal policies in horizontal,the active guidance of the special local renewal action in vertical,so as to give full play to the role of district-level regulatory plans as an important platform in horizontal coordination and vertical transmission.
