服务业扩大开放稳定外商直接投资的内在机理及政策效能

摘　　要：服务业扩大开放是深化外商投资管理体制改革的关键一招。文章在梳理服务业扩大开放促进外商直接投资的机理与渠道的基础上,基于2014—2023年279个地级市数据,以服务业扩大开放综合试点政策的实施作为“准自然实验”,采用渐进双重差分模型评估了该试点政策的“稳外资”效应。结果表明:服务业扩大开放综合试点政策显著提升了外商直接投资水平,相对于非试点城市,试点城市的外商直接投资平均增加约0.783%;机制检验结果显示,服务业扩大开放综合试点政策通过改善城市营商环境和提高全要素生产率间接提升外商直接投资水平;服务业扩大开放综合试点政策的“稳外资”效应在历史通商口岸城市和侨乡城市的强度更高。研究结果夯实了服务业扩大开放“稳外资”效应的理论基础,为建设更高水平开放型经济新体制提供了新见解、新思路和新路径。为进一步发挥服务业扩大开放的“稳外资”效应,要推进服务业扩大开放试点扩围,营造更加开放、包容的服务业发展制度环境,提高服务业数智化水平。The opening-up of the service industry is a key move to deepen the reform of the foreign investment management system.Based on the mechanism and channels of promoting foreign direct investment through the opening up of the service industry,this article uses data of 279 cities from 2014 to 2023 to conduct a quasi-natural experiment and adopts a progressive difference-in-differences model to evaluate the foreign investment-stabilizing effect of the comprehensive pilot policy of the opening-up of the service industry.The results show that the comprehensive pilot policy has significantly improved the foreign direct investment.Compared with non-pilot cities,pilot cities show an average increase of 0.783%in foreign direct investment.The mechanism test results show that the comprehensive pilot policy indirectly enhances foreign direct investment by improving the business environment and increasing the total factor productivity.The foreign investmentstabilizing effect of the comprehensive pilot policy is stronger in historical trading port cities and hometowns of overseas Chinese.The results solidify the theoretical basis for the foreign investment-stabilizing effect of the opening-up of the service industry and provide new insights,new ideas,and new paths for building a new system of higher-level open economy.In the future,the foreign investment-stabilizing effect of the opening up of the service industry should be given to full play,which can be achieved by expanding the pilot projects for the opening-up of the service industry,creating a more open and inclusive environment for the development of the service industry,and improving the digital level of the service industry.
