产业多样化与京津冀区域经济韧性——基于地区内和地区间产业相关多样性的视角  

Industrial Diversification and Economic Resilience of Beijing-Tianjin-Hebei Region--From the Perspective of Related Variety of Industries within and across Regions

摘　　要：从演化视角出发,本地区及其与相邻地区间的产业相关多样性能够促进跨行业和跨地区的技术关联和知识溢出,推动地区现有产业能力提升和资源重组,实现产业多样化发展,从而增强区域经济韧性。近年来,面对国外复杂严峻的发展环境和国内多重因素交织叠加带来的下行压力,京津冀区域经济韧性不足问题凸显。对京津冀三地制造业产业相关多样性的分析发现,北京制造业相关多样性水平相对较高,但整体规模需进一步提升,天津制造业相关多样性水平持续下降,河北制造业相关多样性水平较低且不断下降,不利于三地制造业的创新发展和新增长路径的形成。京津冀三地间的产业相关多样性低于各地区自身的产业相关多样性,而且2013年以来,京津、京冀、津冀间的产业相关多样性水平都呈下降趋势,不利于三地间的产业联动和协同发展。从产业相关多样性角度出发,为增强京津冀区域经济韧性、推动区域经济高质量协同发展,应加快促进京津冀三地制造业的多样化发展,培育三地共同的产业优势和产业基础,以产业链区域协作为抓手,构建优势互补、相互支撑的产业协同发展格局。Industry-related variety within and across regions can promote cross-industry and cross-region technological connections and knowledge spillovers,facilitate the restructuring of existing regional capacity and resources,and accelerate regional industrial diversification,thus strengthen regional economic resilience.Confronted with complex international challenges and compounded domestic pressures in recent years,the issue of insufficient economic resilience in Beijing-Tianjin-Hebei has become prominent.The analysis of industry-related variety in manufacturing within and among the three regions of Beijing,Tianjin and Hebei reveals that Beijing has a relatively high level of industry-related variety,but the overall industrial scale is shrinking and insufficient.Tianjin's industry-related variety is declining,while Hebei's industry-related variety is low and also declining.These trends are not conducive to the innovation and the creation of new development path in the three regions.The industry-related variety among the three regions of Beijing,Tianjin and Hebei is lower than that within each region.Additionally,the declining industry-related variety between Beijing and Tianjin,Beijing and Hebei,Tianjin and Hebei since 2ol3 hinders industrial collaboration and synergy among the three regions.Therefore,from the perspective of related variety of industries,it is necessary to enhance the diversification of manufacturing industry in Beijing-Tianjin-Hebei.This can be achieved by cultivating common industrial advantages and capacity among the three regions based on their industry-related variety.Regional collaboration around the key industrial chains should be the main way to achieve the coordinated industrial development in Beijing-Tianjin-Hebei.
