秦岭现代化山域绿色产业体系的内涵界定与构建路径

摘　　要：中国山区面积占全国总面积的三分之二,却鲜有文献将山域经济及其独特的产业体系从现代化经济体系中剥离出来、辨清差异,进行有针对性的分析。生态保护是山域产业发展的根本遵循,本文以秦岭山域产业体系为研究对象,在分析秦岭资源禀赋和功能定位的基础上,提出秦岭应构建以文化产业为灵魂、以生态旅游产业为载体、以生态产业为本色、以特色农业产业为基础的“文旅生农”一体化协同推进的创新、协调、绿色、开放、共享、融合、智能、安全的现代化山域绿色产业体系。通过文化产业大众化、旅游产业生态化、生态资源产业化、农业产业特色化以及“文旅生农”一体化,稳步构建秦岭现代化山域绿色产业体系。将秦岭大保护与构建现代化产业体系相结合,切实推进秦岭大保护融入中国式现代化进程实行绿色可持续发展。The mountainous areas in China account for two-thirds of the country’s total land area.However,there has been limited research focusing on isolating mountain region economies and their unique industrial systems from the broader modern economic framework,identifying their differences,and conducting targeted analysis.Ecological conservation is the fundamental principle guiding industrial development in these regions.This paper takes the Qinling Mountain region as a case study,and based on an analysis of the region’s resource endowments and functional positioning,proposes that the Qinling region should build a modernized green industry system that is innovative,coordinated,green,open,shared,integrated,intelligent,and secure.This system should center on the cultural industry as the soul,with the eco-tourism industry as the carrier,ecological industries as the essence,and specialized agricultural industries as the foundation.The system aims to advance the integration of“culture,tourism,ecology,and agriculture”in a collaborative manner.By popularizing cultural industries,promoting the ecologicalization of the tourism industry,industrializing ecological resources,specializing agricultural industries,and integrating the“culture-tourism-ecology-agriculture”sectors,the paper outlines a steady path towards constructing a modernized green industry system in the Qinling Mountain region.
