摘　　要：《上海市实施〈地方志工作条例〉办法》颁布已13年,其内容已不适应地方志事业发展需要,亟待修订。作者回顾了《办法》颁布后学界对于地方志修法问题的研究概况,介绍了全国各省级行政区地方志工作立法现状,在充分汲取前人研究成果和立法经验的基础上,认为未来法规修订应具备全局观念和长远眼光,要对客观限制条件有清醒认识。还对法规具体条文、相关内容的修订提出了自己的意见和主张。The Measures of Shanghai Municipality on Implementing the“Regulations on Local Chronicles Compilation”,promulgated 13 years ago,no longer aligns with the current developmental needs of chronicle compilation,necessitating an urgent revision.This paper reviews the status of academic research on chronicle compilation since the enactment of the aforementioned measures and discusses the legislative landscape of chronicle compilation across provincial-level administrative regions in China.After a comprehensive analysis of prior research findings and legislative experiences,the author argues that future revisions of the regulations should adopt a holistic and long-term perspective,with a clear understanding of objective constraints.The paper also presents the author's opinions and recommendations regarding the revision of specific articles and content within the regulations.
