“好”政策何以取得好效果?——来自人工智能专项政策的微观经验

摘　　要：以中国省级人工智能专项政策为“准实验”,采用2015—2022年中国沪深A股上市企业面板数据,构建因果推理模型,识别政策质量对执行效果的影响效应与机理。研究发现:(1)省级人工智能专项政策实施过程中,政策质量能够显著影响执行效果,且质量高的政策相较于质量低的政策在作用强度上提升了39.153%;(2)“好”政策依托目标、工具要素的禀赋优势与组合效应,能够塑造强有力的“质量信号”机制,促进政策客体有效嵌入国内、国际循环系统,形成两种资源联动效益,进而带来好效果;(3)“好”政策会选择性地传导“质量信号”,从而给不同政策客体带来异质性效果。Taking China′s provincial artificial intelligence special policies as a quasi-experiment,the panel data of China′s Shanghai and Shenzhen A-share listed enterprises from 2015 to 2022 are used to build a causal reasoning model and identify the effect and mechanism of policy quality on the implementation effect.The findings are as follows:(1)During the implementation of provincial artificial intelligence special policies,policy quality can significantly affect the implementation effect,and the effect intensity of policies with high quality is increased by 39.153%compared with those with low quality.(2)The"good"policies,relying on the endowment advantages and combination effects of internal goals and instrumental elements,can create a strong"quality signal"mechanism,promote the effective embedding of policy objects into the domestic and international circulatory system,form the linkage benefits of the two resources,and then bring good results.(3)The"good"policies will selectively transmit"quality signals",thus bringing heterogeneous effects to different policy objects.
