摘　　要：习近平总书记创造性地提出了新质生产力和新兴领域战略能力这两个具有原创性的新概念、新理念,对以中国式现代化全面推进中华民族伟大复兴具有重要意义。新质生产力和新兴领域战略能力具有高度的内在契合性,新兴领域国家安全战略能力是新兴领域战略能力在国家安全领域的具体表现,发展新质生产力对提升新兴领域国家安全战略能力至关重要。在新质生产力视域下,提升新兴领域国家安全战略能力,要因地制宜发展新质生产力,统筹传统安全和新兴领域安全;推动高质量发展,促进新兴领域高水平安全;培养发展新质生产力新动能,为维护新兴领域安全提供原创性贡献;牢记新质生产力是绿色生产力,筑牢新兴领域安全的绿色基础;全面深化改革,形成维护新兴领域安全的新型生产关系;扩大高水平对外开放,为新兴领域安全营造良好国际环境;培养急需人才,健全维护新兴领域安全人才体系。General Secretary Xi Jinping creatively put forward two original new concepts,the new-quality productivity and the strategic capability in emerging fields,which are of great significance to comprehensively promote the great rejuvenation of the Chinese nation through Chinese approach to modernization.There is a high degree of intrinsic compatibility between the new-quality productivity and the strategic capability in emerging fields.National security strategic capability in emerging fields is the concrete manifestation of the latter.The development of the new-quality productivity is crucial to improving national security strategic capability in emerging fields.From the perspective of the new-quality productivity,the new-quality productivity should be developed to improve national security strategic capabilities in emerging fields according to local conditions and coordinate traditional security and security in emerging fields.To promote high-quality development and high-level security in emerging fields,we should cultivate and develop the new-quality productivity and new driving forces,thus making original contributions to maintaining security in emerging fields.We should keep in mind that the new-quality productivity is green productivity and build a green foundation for security in emerging fields.We should comprehensively deepen reform to form a new type of production relations that safeguard security in emerging fields.We should open wider to the outside world at a high level and foster a sound international environment for security in emerging fields.We should train urgently-needed talents and improve the security personnel system in emerging fields.
