社区反恐模式的再思考:由形式化向实质化转变

摘　　要：形式化社区反恐模式是指在认同社区作用的基础上,以外力为驱动的社区反恐模式,具有表面性、单一性和依赖性的特点,究其原因在于社区的传统控制功能的失灵、社区行政因素的影响以及社区反恐能力的缺乏。基于此,需要有针对性地作出改变,激发社区反恐的活力,通过将反恐理念内嵌入社区数实公共空间中加强情感认同,依据社区反恐的不同阶段明确社区与行政机关的职能以及加强社区学习和应急处置能力,真正发挥社区反恐的作用,进而向实质化社区反恐模式转变。Based on the recognition of the community's role,the formalized community counter-terrorism model is characterized by its superficiality,singularity and dependency,driven by external forces.The underlying reasons for these characteristics lie in the failure of the community's traditional control functions,the influence of community administrative factors,and the lack of community counter-terrorism capabilities.In response,targeted changes are necessary to invigorate community counter-terrorism efforts.This can be achieved by embedding the counter-terrorism ethos into the virtual and physical public spaces of the community to enhance emotional identification.It is essential to clarify the roles of the community and administrative bodies at different stages of community counter-terrorism,as well as to strengthen the community's learning and emergency response capabilities.With these efforts,the true potential of community counter-terrorism can be realized,transitioning towards a substantive community counter-terrorism model.
