房票政策对人才购房和留职意愿的影响——以汕尾为例

摘  要:人才是第一生产力,竞争的尽头是人才。为招贤纳士,各地纷纷推出有吸引力的人才政策,其实效如何,有待验证。本文运用数字化解构分析人才政策,并以汕尾为例对房票政策影响高层次人才购房和长期留职意愿情况进行深入调查研究。结果表明,人才政策的继承性、一致性和公平性至关重要,对被引进人才购房活跃度和长期留职意愿有明显提升作用,对地方经济、人口素质、教育理念、科技创新均具有显著促进作用。Talent is the first productive force,the end of the competition is talent.The effectiveness of attractive talent policies,which have been introduced to recruit talent,but it remains to be seen how it works in practice.Analyze the talent policy deconstructively,taking Shanwei as an example to conduct an indepth investigation on the influence of the housing ticket policy on the willingness of high-level talents to buy houses and stay in the office for a long time.The results show that the inheritance,consistency,and fairness of talent policy are very important,and they can significantly improve the activity of housing pur⁃chase and long-term employment intention of the introduced talents and significantly promote the local economy,population quality,education concept,and scientific and technological innovation.
