摘　　要：在扩大对内对外开放中强动力、增活力,是打开高质量发展新天地的重要举措。持续扩大对内对外开放是中国自由贸易试验区建设的应然使命和提升进路,以自由贸易试验区扩大中国对内对外开放具有可行性与必要性。在探讨自由贸易试验区扩大中国对内对外开放的缘由和掣肘的基础上,提出如下政策建议:提升自由贸易试验区改革自主权限以推进服务业领域高标准制度型开放,强化自由贸易试验区连接内外功能以提升对内对外开放的均衡协调水平,完善自由贸易试验区协同联动机制以合力攻克扩大对内对外开放难题,健全自由贸易试验区经验推广机制以形成全方位扩大对内对外开放格局。Strengthening motivation and increasing vitality in expanding the opening-up home and abroad is an important measure to open up a new world of high-quality development.Continuing to expand the opening-up home and abroad is the natural mission and promotion path for the construction of China’s pilot free trade zone.It is feasible and necessary to continue to expand China’s opening-up home and abroad through pilot free trade zone.On the basis of discussing the causes and constraints of the pilot free trade zone to expand China’s opening up,this paper puts forward the following policy suggestions:enhancing the reform autonomy of the pilot free trade zone to promote the high-standard institutional opening-up of the service indus-try;strengthening functions of the pilot free trade zone in linking the internal and external to improve the balanced and coordinated level of opening-up to home and abroad;improving the coordination mechanism of the pilot free trade zone to overcome the problem of expanding the opening-up home and abroad;improving the experience popularization mechanism of the pilot free trade zone,so as to form a pattern of expanding the opening-up home and abroad in an all-round way.
