众声喧哗:文生视频语境下网络虚假信息传播引发风险及其治理

摘　　要：以Sora为代表的文生视频模型横空出世,引发了生成式人工智能领域百花齐放的景象。本文旨在探讨文生视频语境下,网络虚假信息传播出现的“伪造社会虚假事件,扰乱公共秩序”“恶搞经典影视桥段,侵犯知识产权”“窃取公民个人信息,实施网络诈骗”等问题,并从政府、平台、用户三个维度提出了筑牢法律红线、做好技术把关、提高媒介素养的联合治理路径,以期对文生视频模型进行建设性规范,为中国文生视频模型的持续发展注入强大动力。Text generating video model represented by Sora came out,which has led to a blossoming scene in the field of Generative AI.This paper aims to discuss the risks of disinformation propagation in the context of text generating video model.It found that under the influence of text generating video model,there have been"Faking social fake events,disturbing public order""spoof classic film and television bridge,Infringement of intellectual property rights""Stealing citizens personal information,committing Internet fraud"disinformation on the Internet.The paper concludes that a joint governance path of"building the legal red line,doing a good job in technology check,and improving media literacy"from the three dimensions of government,platform and user.
