摘　　要：目的:调查上海市浦东新区家庭病床服务开展情况,了解供-需-管多方认知差异,找出影响因素,实现家庭病床政策真正落地。方法:2022年8-9月在浦东新区城区、城郊结合部、郊区和远郊地区采用分层随机抽样法选取16家社区卫生服务中心,分别针对家庭病床从业人员、社区卫生服务中心管理人员、辖区未建床居民、家庭病床患者/家属开展线下问卷调查,共回收问卷325份。结果:家庭病床从业人员最需要具备的能力排在前3位的分别为疾病诊断能力、疾病处理能力、慢性病管理能力;影响家庭病床服务提供的因素主要为激励政策、医保政策以及可开展的诊疗项目(受限)。社区卫生服务中心管理人员认为影响家庭病床服务的主要原因为建床率不够、中医药服务比例不够、病史书写不规范等。家庭病床服务患者/家属认为建立家庭病床主要目的方面,排在前3位的分别为医生定期关注患者(87.69%)、解决就医困难(80.00%)和方便(80.00%)。居民对家庭病床服务的需求不仅是希望增加配药、缴费、诊疗陪护方面的便捷性,在远程医疗、中医药服务和心理咨询方面也有更高需求。结论:推进浦东新区家庭病床服务高质量发展,需要供-需-管三方面持续发力,充实家庭病床服务力量,打造高素质人才队伍,探索多方合作,提高居民认知度。OBJECTIVE To investigate the development of family hospital bed services in Pudong New Area of Shanghai,to understand the differences in perceptions between supply and demand,to identify influencing factors,and to realise the true implementation of the family hospital bed policy.METHODS It was conducted the offline questionnaire survey in urban,peri-urban,suburban and remote areas of Pudong New Area from August to September in 2022,targeting home hospital bed practitioners,home hospital bed work managers of medical institutions,residents who had not built beds,and home hospital bed patients/family members,and 325 questionnaires were collected in total.RESULTS It was found that the top three abilities needed by family sickbed practitioners were the ability of disease diagnosis,disease management and chronic disease management.The main factors affecting the provision of home bed service were incentive policy,health insurance policy and available clinical programs(limited).The administrators of medical institutions thought that the main reasons that affect the family bed service were the insufficient bed building rate,the insufficient proportion of traditional Chinese medicine service and the non-standard medical history writing.In terms of patients/family members,the first three purposes of setting up family beds were to have doctors pay attention to patients regularly(87.69%),to solve difficulties in seeking medical treatment(80.00%)and to be convenient(80.00%).According to the residents’survey,the demand for home hospital bed service not only wanted to increase the convenience of dispensing medicine,paying fees and accompanying patients,but also had a higher demand for telemedicine,traditional Chinese medicine service and psychological consultation.CONCLUSION To promote the high quality development of family bed service in Pudong,it should focus on three aspects,to enrich the family sickbed service force,to build a team of high-quality talents,to explore multi-party cooperation,and improve residents’awareness
