摘　　要：目的通过对宁夏某公立医院进行灾害脆弱性研究,明确医院的脆弱性所在,进一步提高医院的危机应对能力。方法通过3种方式明确样本医院目前需重点应对的突发灾害事件,利用Kaiser模型,从灾害事件发生可能性、严重性两个方面评估灾害风险事件,确定潜在灾害风险事件发生可能性及危险程度并排名;利用风险矩阵法绘制风险矩阵图,评估医院面临的潜在灾害风险事件,确定灾害事件风险等级;利用Borda序值法,从Borda数及Borda序值两方面对灾害事件同一风险等级中各风险事件排序。结果通过3种不同方法的分析,明确了样本医院面临潜在灾害事件排名前5的是B2火灾、C8医务人员损害(辱医、伤医、自杀)、B4电力设备设施故障、B1突发交通事故后医院紧急救治存在问题、B11医用设备设施故障。结论针对不同灾害事件,医院可根据实际情况制定相应的应急预案,减少灾害事件给医院正常运营带来的影响。Objective Through a disaster vulnerability study of a public hospital in Ningxia,to clarify the hospital's vulnerability,further improve the hospital's crisis response capability.Methods Three methods were used to clarify the sudden disaster events that the sample hospital needs to focus on at present.By using the Kaiser model,the disaster risk events from the disaster event occurrence possibility and severity were assessed,the possibility of potential disaster risk events and the degree of danger were determined and ranked.By using the risk matrix method,a risk matrix diagram was drew,the potential disaster risk events the hospital faced was assessed,and the risk of the disaster event class was determined.By using the Borda ordinal value,the ranking of each risk event in the same risk class of disaster events was performed in terms of both Borda number and Borda ordinal value.Results Through the analysis of the three different methods,it was clear that the top five potential disaster events the sample hospital faced were B2 fire,C8 medical personnel damage(insulting,injuring and suicide),B4 electric equipment and facilities failure,B1 emergency treatment problems in hospitals after sudden traffic accidents,B11 medical equipment and facilities failure.Conclusion Facing different disaster events,hospital could formulate corresponding emergency plans according to the actual situation,reducing the impact of disaster events on normal hospital operations.
