摘 要:城市产业用地结构本应派生于经济发展和产业升级需求,但是中国产业用地结构脱离产业结构变动已成为难以忽视的事实,尤其在土地要素市场化配置不完全背景下,不合理用地比价引发的产业用地结构失衡问题已对生产空间利用效率产生负面影响。本文从产业用地是引致需求角度出发,阐明用地比价、产业结构、产业用地结构之间的关联,建立起产业用地结构影响生产空间利用效率的理论框架。利用影响渠道分析和工具变量法克服内生性,实证探究中国城市合理的服务业生产用地与工业用地结构关系。研究表明,产业用地结构与生产空间利用效率间存在倒U形关系,目前中国大多数城市服务业生产用地与工业用地面积比值尚未达到合理拐点;政府干预下过高的服务业生产用地与工业用地比价会抑制合理用地结构形成,并通过企业选择机制影响用地效率;用地结构通过产业结构对空间利用效率施加影响存在“门槛效应”,目前大多数城市未迈过门槛值,仍需同步提升服务业占经济比重和服务业生产用地比重。因此,优化城市生产空间利用效率应向产业用地结构寻求“红利空间”,在持续推动土地要素市场化改革中形成用地结构与产业结构协调联动发展优势。The structure of urban industrial land should have derived from the needs of economic development and industrial upgrading,but the fact that China's industrial land structure deviates from the industrial structure change couldn't have been ignored,especially under the background of incomplete land factors market,the imbalance of industrial land structure caused by unreasonable land price ratio has had a negative impact on the efficiency of production space.In this case,from the point of view of the industrial land is causing demand,this paper clarifies the correlation between the land price ratio,industrial structure and industrial land structure,and establishes a theoretical model of the impact of industrial land structure on the production space efficiency.Using channel analysis and instrumental variables to overcome endogeneity,this study empirically explores the reasonable relationship between service industry land and industrial land structure in Chinese cities.The result shows that there is an inverted U-shaped curve between industrial land structure and production space efficiency.At present,the ratio of service industry land to industrial land in most cities in China has not reached the inflection point of U-shaped curve;The high price ratio between service industry land and industrial land under government intervention will harmful to formation a reasonable land use structure,and it affects land use efficiency through firm selection mechanism;There is a threshold effect in the impact of land structure on spatial utilization efficiency through industrial structure.Currently,most cities in China have not reached the threshold value,and it is still necessary to simultaneously increase the proportion of service industry in GDP and the proportion of service industry land.Therefore,this article argues that improving the efficiency of urban production space utilization in China should seek reform dividends from the industrial land structure,continuously promoting market reform of land factors,and develop the ad
