摘　　要：城乡融合发展是中国式现代化的必然要求,也是实现全体人民共同富裕的必由之路。县域是城乡融合发展的重要接点和基本单元,在中国式现代化背景下探讨县域城乡融合具有重大的时代意义和现实价值。研究发现,县域城乡融合是县域空间融合、经济融合、社会融合、体制机制融合的统一体,这四个维度构成了县域城乡融合的基本方面。但就实践而言,县域城乡融合仍然存在城乡融合发展的要素流动不畅与空间布局不均、县域经济发展缓慢与辐射带动能力不强、城乡公共服务供给差异与乡村流动人口“市民化”困境、城乡融合发展的制度体系不完善与制度创新不足等发展困境。由此提出推进城乡要素双向流动,优化城乡空间布局、提升县域经济带动能力,推动乡村产业融合发展、推进城乡基本公共服务均等化,营造平等包容的社会氛围、健全城乡融合发展的制度体系,激发制度创新活力的多元化推进路径,以期破除县域城乡融合的发展困境,促进形成城乡互联互通、互补互融的县域发展共同体,进而实现中国式现代化的最终目标。Integrated urban-rural development is an inevitable requirement for Chinese modernization and the only way to achieve the common prosperity for all people.As the county serves as a key joint and basic unit for the integrated urban-rural development,the study of urban-rural integration in the county holds great contemporary importance and practical value in the context of Chinese modernization.The findings indicate that the urban-rural integration in the county is a unification of spatial,economic,social and institutional integration of the county,and these four dimensions constitute the basic aspects of county urban-rural integration.In practice,there are still development dilemmas that factors of integrated urban-rural development do not flow smoothly due to the uneven spatial layout,the county economy develops slowly because of the weak radiation-led capacity,the public service supply differs in urban and rural areas causing the plight of rural floating population to become“citizen”,and that the institutional system of urban-rural integration is imperfect with insufficient institutional innovation.Therefore,a diversified promotional path that will energize institutional innovation is proposed in the aspects of promoting the two-way flow of urban and rural factors,optimizing urban and rural spatial layout to enhance the leading capacity of county economy,foster the integrated urban-rural development to advance the equalization of urban-rural basic public services and creating an equal and inclusive social atmosphere to improve the institutional system for the integration of urban and rural areas.The paper aims to break through the development dilemmas of urban-rural integration in the county,form an integrated county development community with urban-rural connectivity and complementarity,and achieve the ultimate goal of Chinese modernization.
