摘  要:近年来,铁路安全事故频发,铁路安全风险越发受到关注,国内外许多研究学者提出了诸多安全风险评价方法。与此同时,大量工程实践表明铁路工程建设具备复杂性、模糊性的特征,需从施工阶段、运营阶段、灾害风险以及人员安全评估等要素着手,综合考虑人、环境、管理等方面的影响。本文以解决实际工程问题为宗旨,针对某在建铁路项目建立适用于其工程区域特点的安全风险评价体系,并运用模糊层次分析法实施安全风险评价,从而为铁路安全建设与运营提供参考依据。结果表明:利用模糊层次分析法对铁路安全风险进行评价分析是可行的,对促进铁路安全防控具有重要意义。With the increasing frequency and severity of railway safety accidents,railway safety risks have received increasing attention.Many domestic and foreign researchers have proposed many safety risk assessment methods.At the same time,a large number of engineering practices have shown that railway engineering construction has the characteristics of complexity and ambiguity.Starting from factors such as construction stage,operation stage,disaster risk,and personnel safety assessment,the impact of human,environmental,and management aspects is comprehensively considered.This paper is guided by solving practical engineering problems,establishing a safety risk assessment system suitable for the characteristics of the engineering area of a railway project under construction,and conducting safety risk assessment on it by using fuzzy analytic hierarchy process(FAHP),thereby providing reference basis for railway safety construction and operation.The results indicate that using fuzzy analytic hierarchy process to evaluate and analyze railway safety risks is feasible and of great significance for promoting railway safety prevention and control.
