摘  要:上海市生活垃圾集运系统承担市区生活垃圾的日产日清工作,利用内河航道资源,通过船舶和集装箱将垃圾密闭化运输至老港基地进行无害化处理,其空船空箱返回造成运能浪费。出于降本增效的考量,有必要开展垃圾和资源化产品的双向物流可行性研究,探索利用返程运能搭载资源化产品。其间梳理现有船舶、集装箱的参数,测算老港基地现有和潜在的资源化产品运输量,在信息化平台开发相应功能模块。仿真模拟显示,集运系统具备垃圾和资源化产品的双向物流能力,但需要考虑经济成本和政策管理要求。Shanghai municipal solid waste collection and transportation system is responsible for the daily production and cleaning of urban solid waste,utilizing inland waterway resources,the waste is transported in a sealed manner by ships and containers to the old port base for harmless treatment,and the return of empty ships and containers results in transportation capacity waste.For the consideration of cost reduction and efficiency improvement,it is necessary to conduct a feasibility study on the two-way logistics of garbage and resource utilization products,and explore the use of return transportation capacity to carry resource utilization products.During this process,the parameters of existing ships and containers are sorted out,and the transportation volume of existing and potential resource-based products in the old port base is calculated,and the corresponding functional modules are developed on the information platform.Simulation shows that the centralized transportation system has the bidirectional logistics capability of waste and resource products,but consideration is needed for economic costs and policy management requirements.
