社会力量参与公共文化服务机制研究:来自珠三角地区的实证证据

摘　　要：明确社会力量参与公共文化服务的机制,能够为公共文化服务高质量发展提供理论参考。对公共文化机构工作人员和参与公共文化服务的社会力量人员进行深度访谈,通过编码分析构建社会力量参与公共文化服务机制模型,并以社会力量参与佛山市图书馆智能立体书库与图书网借平台运营为例,论证模型适用性。社会力量参与公共文化服务机制模型包括驱动机制、激励机制、合作机制、保障机制和信息协同机制。其中,保障机制和信息协同机制属于政府及公共文化机构管理措施层次,驱动机制和激励机制属于社会力量参与动力层次。政府、公共文化机构通过合作机制与社会力量形成政社合作关系,共同促进公共文化服务发展。研究明确了多元参与文化治理格局下政府、公共文化机构和社会力量的交互关系,为激发社会力量参与公共文化服务热情提供了政策指引。The analysis on the mechanism of social forces participating in public cultural services is helpful to provide a theoretical basis for the high-quality development of public cultural services.In-depth interviews are conducted with staff in public cultural institutions and the public participating in public cultural services to construct a theoretical model of social forces participating in public cultural services through coding.The applicability of the model is demonstrated by a specific case of social forces participating in the operation of intelligent book storage system and online borrowing platform in Foshan Library.The driving mechanism,incentive mechanism,cooperation mechanism,guarantee mechanism,and information collaboration mechanism constitute the five components of the model.Among them,the guarantee mechanism and information collaboration mechanism are established from the perspective of management measures of government and public cultural institutions,while the driving mechanism and incentive mechanism are established at the standpoint of social forces'participation motivation.The government and public cultural institutions form the cooperation relationship with social forces through the cooperation mechanism to promote the sustainable development of public cultural services.This paper has clarified the interaction relationship between the government,public cultural institutions,and social forces under the context of multiple participants in cultural governance,providing practical guidance on the design of public policies to stimulate social forces'enthusiasm in participating in these services.
