公共文化数字化战略背景下数字农家书屋服务效能影响因素与提升路径研究

摘　　要：数字农家书屋是公共文化服务体系的重要组成部分,在深化全民阅读、拓展文教功能、提升乡村治理水平中发挥重要作用。揭示数字农家书屋服务现状,挖掘影响数字农家书屋服务效能的关键因素,探究提升服务效能的可行路径,有助于提升其乡村数字公共文化服务水平。以安徽、黑龙江、山东、河北等省份的数字农家书屋为研究对象,采用实地调研与网络调研相结合的方式,了解数字农家书屋服务现状,通过对农民和书屋管理员的深入访谈提取数字农家书屋服务效能影响因素,并基于“三圈理论”进行主题分析,最终提出服务效能提升路径。研究发现:当前,数字农家书屋服务呈现需求动态多元、供给模式多样的特点,依然存在数字服务能力欠缺、服务价值未能充分发挥、服务主体支持力度不足等问题。影响数字农家书屋服务效能的关键因素可以从能力圈、价值圈、支持圈维度进行解析,强化供给端的能力圈和支持圈因素的有效供给,促进需求端的价值圈因素有效识别,将有助于实现服务的提质增效。文章提出的“数智赋能供给能力跃迁、精准感知公众需求价值、融合多方社会力量支持”的服务效能提升路径,有利于数字农家书屋服务在公共文化数字化战略背景下实现转型升级,推动文化惠民工程。As an important part of public cultural service system,digital rural library plays an important role in boosting civic engagement in reading,building a bookish society and improving the level of rural governance.It will be helpful for improving the digital public cultural service in digital rural libraries to reveal its current situation,to dig out the key factors affecting its efficiency,and to explore the feasible paths to improve its efficiency.Taking digital rural libraries in Anhui,Heilongjiang,Shandong,Hubei and other areas as research objects,and using a combination of on-the-spot and online surveys to obtain the current status of digital rural library services,through the interview with rural residents and librarians extracting the influencing factors of digital rural library's service efficiency and theme analysis based on the three-circle theory,the path of improving service efficiency is put forward.It is found that the digital rural library service presents the characteristics of dynamic demand and diverse supply patterns with problems such as insufficient digital service ability,unmaximized service value and insufficient support from the service subject.It is also found that the key factors affecting the service efficiency of the digital rural library can be analyzed from the dimensions of the capability circle,the value circle and the support circle.With strengthening the effective supply of the factors of the capability circle and the support circle on the supply side,and the promotion of effective identification of demand-side value circle factors,the service effectiveness can be enhanced greatly.The paths of improving the service efficiency proposed,which include“the enhancement of the supply ability empowered by intelligence,the accurate perception of the value of public demand,and the integration of the support from multiple forces”,are beneficial for digital rural library service to achieve transformation and upgrading,and to cultivatecivic engagement in cultural projects in the context of
