天津青年会对西北旱灾赈济研究——以1930年《大公报》为中心

摘　　要：1930年西北地区旱灾日益严重,陕甘灾民食不果腹,四处逃荒,无以为继。天津青年会面对如此惨烈的灾荒,积极投身社会慈善救济事业,成立西北筹赈会专职劝募,西北筹赈会会员采取公开讲演,组织义卖、义务戏等措施积极募捐,在救济灾民、稳定灾区秩序等方面作出重要贡献。天津青年会还与《大公报》合作报道灾区情况,全面展示了该团体对西北地区的救济活动。天津青年会在赈济事件中承担的部分社会服务和调节等公共职能,一定程度上弥补了政府职能的缺失;同时其救济实践又将慈善精神远传,吸引更多人投身救济事业,推动了天津及西北地区慈善事业的发展。In 1930,the drought in northwest China became more and more serious,and the victims in Shaanxi and Gansu could not eat enough and fled everywhere.In the face of such a tragic disaster,Tianjin Chinese YMCA actively engaged in social charity relief activities,established the Northwest Relief Fund Association full-time fundraising,the members of the Northwest Relief Fund Association actively raised money by making public speeches,organizing charity sales,voluntary shows and other measures,making important contributions to the relief of victims and stabilizing the order of the disaster areas.Tianjin Chinese YMCA also cooperated with Ta Kung Pao to report the situation of the disaster area and comprehensively display the relief activities of the group in the northwest region.Tianjin Chinese YMCA undertook some public functions such as social service and adjustment in the relief incident,which made up for the lack of government functions to some extent.At the same time,its relief practice spread the spirit of charity far and wide,attracted more people to join the relief cause,and promoted the development of charity in Tianjin and northwest China.
