动态博弈视角下我国学生体质健康协同治理的路径探索

摘　　要：学生体质健康协同治理是我国建设体育强国和健康中国的靶心环节。借助演化博弈理论和协同治理理论,缕析了政府决策不变时我国学生体质健康家校社协同治理的演化博弈规律。通过构建演化博弈模型阐明治理主体的利益得失,博弈系统的最优稳定策略及不同参数的影响范畴,最后运用Matlab数值仿真对结果进行验证。研究表明:学生体质健康协同治理既依赖于基层学校作为核心引领,也亟需社会组织的资源优化配置与学生家庭的自我驱动意识。同时,参与主体的策略行为选择受到扶持、奖励、惩罚力度的影响。研究建议:以利益诉求为导向,实现资源要素精准扶持;鼓励学生家庭积极参与,创设多元联动协同治理模式;重构三方主体权责关系,根植长效化稳态治理趋向;健全科学联动监督机制,保障体质健康工作高效运行。Collaborative governance of student physical health is a critical component in China's efforts to build a strong sports nation and a healthy China.Utilizing evolutionary game theory and collaborative governance theory,this study analyzes the evolutionary game dynamics of the collaborative governance among government,schools,families,and society under the assumption of unchanged government policies.By constructing an evolutionary game model,the paper clarifies the interests and gains/losses of the governance entities,the optimal stable strategies of the game system,and the influence of various parameters.Matlab numerical simulations are employed to validate the results.The research indicates that collaborative governance of student physical health relies on grassroots schools as the core leader,and also urgently requires resource optimization by social organizations and the self-driven awareness of students'families.Moreover,the strategic behavior choices of the participating entities are influenced by the intensity of support,rewards,and punishments.The study suggests:orienting resource support towards the interests of stakeholders;encouraging active participation of student families and creating a multi-dimensional collaborative governance model;reconstructing the rights and responsibilities of the three entities to establish a sustainable,stable governance framework;and improving the scientific and collaborative supervision mechanism to ensure the efficient operation of physical health initiatives.
