摘  要:近年来,国内油气企业在引入“油公司”管理理念的基础上,逐步转型为精简、专业化的“油气田经营管理”单位,承包商在地面工程建设中的作用愈加重要。然而,由于承包商数量庞大、管理体制差异及安全管理基础弱,导致HSE(健康、安全与环境)管理面临重大挑战。为提升承包商HSE管理水平,文章总结了在“油公司”模式下的创新做法,包括一体化项目管理(IPMT)模式的建立、差异化HSE培训的开展、HSE履职能力的量化评估以及“四全”现场监管的实施等。此外,提出了HSE标准化建设、信息化监管和奖励机制等改进建议,以期为相关企业提供一定的启示。In recent years,domestic oil and gas companies have gradually transformed into streamlined and specialized“oilfield management”units based on the introduction of the“oil company”management philosophy.As a result,the role of contractors in surface engineering construction has become increasingly important.However,the large number of contractors,differing management systems,and weak safety management foundations have posed significant challenges to HSE(health,safety,and environment)management.To enhance the HSE management level of contractors,this paper summarizes innovative practices under the“oil company”model,including the establishment of an integrated project management team(IPMT)model,differentiated HSE training,quantifiable assessments of HSE responsibilities,and the implementation of comprehensive site supervision.Additionally,it proposes improvement suggestions such as HSE standardization,information-based supervision,and reward mechanisms,aiming to provide insights for relevant practitioners.
