共同富裕目标下数字技能促进农村低收入居民增收研究

摘　　要：基于CFPS2014、2016、2018和2020年数据,实证探讨我国数字技能水平对农村居民收入的影响效应及作用机制。结果显示:提高农村低收入居民数字技能水平能够促进其增收,且商业活动数字技能的增收效用最高。通过改变回归方法、变换核心解释变量等方式进行进一步检验,研究结论依然保持稳健。异质性分析表明,数字技能增收效应在不同水平的人力资本组中不存在显著差异;与东部地区相比,数字技能在中西部地区发挥的增收效应更强。机制分析进一步表明,正式就业渠道求职、社会网络拓宽和个体非农就业能显著增强数字技能的增收效应。因此,应大力推进数字乡村建设,建立农村居民就业服务平台,增加各级各类非农就业岗位供给,提高企业对低收入农村居民的就业承载力,促进共同富裕。Based on the CFPS data from 2014 to 2020,this paper empirically discusses the influence of digital skills on increasing the income of rural residents and its functional mechanism.The results show that improving digital skills can increase the income of rural low-income residents,and the income-enhancing utility of digital skills in business activities is the highest.Further testing was conducted by changing regression methods and transforming core explanatory variables,and the research conclusions remained robust.Heterogeneity analysis shows that there is no significant difference in the income-increasing effect among different levels of human capital.Compared with the eastern residents,digital skills have a stronger income-increasing effect in the central and western regions.Mechanism analysis indicates that formal employment channels,social network expansion,and individual non-agricultural employment can significantly enhance the income-increasing effect of digital skills.Therefore,the government should expedite the implementation of the digital villages policy.The government should establish employment service platforms for rural residents and increase various supply of non-agricultural employment positions at all levels,improve the employment-carrying capacity of enterprises for low-income rural residents,thus promoting common prosperity.
