粮食产销区省际横向利益补偿内在机理与机制设计

摘　　要：高度重视粮食主产区利益补偿,是关系国家粮食安全、区域协调发展、共同富裕和中国式现代化的重大问题。相较于已基本成型的粮食主产区纵向利益补偿,粮食产销区省际横向利益补偿尚未从根本上破题,特别是在理论和实践中还存在诸如“该不该补偿、要不要补偿、补偿够不够、补偿急不急”等疑虑和困惑,需要通过深入剖析其内在的理论逻辑、历史逻辑、现实逻辑、实践逻辑来予以廓清。在此基础上,要正视横向利益补偿中的顶层设计不足、认知不足、手段不足、能力不足问题,强化与纵向利益补偿的衔接和补偿理念的转变,系统构建粮食产销区省际横向利益补偿机制,并辅之以一系列配套措施,共促粮食安全高水平保障、粮食主产区高质量发展。Giving high priority to the interest compensation in major grain producing areas is a significant issue related to national food security,coordinated regional development,common prosperity and Chinese modernization.Compared with the vertical interest compensation in the main grain producing areas,the inter-provincial horizontal interest compensation between grain producing and marketing areas has not been fundamentally solved,especially there are still some doubts and puzzles in theory and practice,such as"whether it should be compensated,whether it needs to be compensated,whether it is compensated enough,whether it is compensated urgently",which needs to be cleared up by in-depth analysis of its internal theoretical logic,historical logic,realistic logic and practical logic.On this basis,we should face up to the problems of insufficient top-level design,cognition,means and ability in horizontal interest compensation,strengthen the connection with vertical interest compensation and change the compensation concept,systematically construct the inter-provincial horizontal interest compensation mechanism between grain production and marketing areas,supplemented by a series of supporting measures,and jointly promote high-level food security and high-quality development in major grain producing areas.
