数字经济能否促进农户长效增收?——基于经济韧性的阐述

摘　　要：数字经济已成为推动农业农村经济发展的新动能,在促进农产品销售、提升农民收入、助力乡村三产融合等方面取得显著成效,但农户收入在数量增长外依然存在结构性问题。那么,数字经济具有促农增收的持续性和稳定性吗?文章匹配中国家庭金融调查和县域数字乡村指数数据库,分析数字经济对农户长效增收的影响;更进一步,经济韧性突出抗风险能力与持续发展能力,文章使用家庭经济韧性与乡村经济韧性,探究数字经济影响农户长效增收的机制效应;此外,文章论证了在不同地区和群体之间数字经济对于长效增收的差异化作用。结论如下:第一,数字经济可助力农户长效增收。第二,数字经济的发展提升家庭经济韧性和乡村经济韧性,进而促进农户长效增收。第三,数字经济有助于东部地区、中部地区、粮食主产区农户和高受教育群体实现长效增收。最后,文章从体制机制设计、人才培养、优化乡村经济发展环境、政策分类推进等方面提出对策建议,为乡村数字经济发展方向与农户长效增收提供经验借鉴,对推进乡村振兴战略具有一定现实价值。The digital economy has already become a new driving force for the development of the rural economy and it has achieved obvious results in promoting the sale of agricultural products,rural income enhancement,narrowing the income gap between urban and rural areas and so on.However,there are still structural problems in the in rural households'income growth aside from its quantitative growth.The article matches the China Household Finance Survey and County Digital Rural Index database to analyse the impact of the digital economy on the long-term income growth of rural households;furthermore,it uses household economic resilience and rural economic resilience to explore the mechanism effect of the digital economy affecting income in rural areas.The conclusions are as follows:first,the digital economy promotes long-term income growth for farmers;second,the development of the digital economy enhances household economic resilience and rural economic resilience,which in turn promotes the long-term income growth of rural households;third,the digital economy can help the eastern and central regions,help farmers from the main grain-producing areas and the high-education groups achieve long-term income growth.Finally,the article puts forward suggestions in terms of institutional mechanism design,talent cultivation,optimization of the rural development environment and so on,which are of certain practical value for the promotion of rural revitalization strategy.
