数字赋能农村集体资产治理:框架、逻辑及机制——基于双流区案例的考察

摘　　要：农村集体资产治理是全面推进乡村振兴的重要保障,也是乡村治理的重要方面。以双流区改革试点为例,从“数字赋能”视角出发,构建了“数字化-全过程赋能-全方位治理”的分析框架,对农村集体资产数字化治理的实践逻辑和运作机制展开探讨。研究发现,双流区通过“数据赋能”和“价值赋能”双向路径推动农村集体资产经由数据要素简化到内外协同共治的演进逻辑以优化乡村治理结构和提升乡村治理能力,以此驱动农村集体资产在治理要素、治理成本以及治理效能方面的变革,实现了农村集体资产的简约治理和协同治理,促进了乡村数字治理效能的全方位增长,彰显了数字治理的技术理性和价值取向,在理论上拓宽了数字赋能的内涵和解释范畴,在实践上为中国农村集体资产数字化治理提供可行进路。The governance of rural collective assets is an important guarantee for comprehensive rural revitalization and an important aspect of rural governance.Taking a reform pilot of Shuangliu District as an example,from the perspective of"digital empowerment",this article has constructed an analytical framework of"digitization-whole process empowerment-all-round governance",to explore the practical logic and operational mechanism of digital governance of rural collective assets.The study found that Shuangliu District promotes the evolutionary logic of rural collective assets from data element simplification to internal and external collaborative governance through the two-way paths of"data empowerment"and"value empowerment",so as to optimize the structure and enhance the capacity of rural governance,thereby driving reform of the elements,costs and effectiveness of governance of rural collective assets,realizing minimalist governance and synergistic governance of rural collective assets,and contributing to an all-round increase in the effectiveness of digital governance in the countryside,which highlights the technical rationality and value orientation of digital governance,theoretically broadens the connotation and scope of digital empowerment,and practically provides a feasible path for the digital governance of China's rural collective assets.
