摘  要:我国陆路交通基础设施总体呈现“地域特征显著、气候环境复杂、致灾因素多变”的显著特点,提升设施韧性是保障交通正常运行的必要举措。交通基础设施的韧性提升是系统工程,需考虑结构主体和路网结构两个层面:针对道路、桥梁和隧道等结构物,通过灾前承载力和感知力提升、灾中检测力优化以及灾后剩余力、应急力和恢复力增强,可在不同阶段科学提高单体设施韧性。在此基础上,结合路网特征,考虑路网的灾前应急力、灾中评估力和灾后协同力,从而提升交通基础设施的整体韧性。持续加强陆路交通基础设施韧性研究和技术创新,对于实现交通强国的战略目标具有重要意义。China's land transportation infrastructure is characterized by distinct regional features,complex climatic conditions,and diverse disaster-inducing factors.Enhancing infrastructure resilience is a critical measure to ensure the reliable operation of transportation systems.The improvement of resilience in transportation infrastructure is a systematic process that requires consideration at both the main structure and the road network structure.Regarding the main structures,such as roads,bridges,and tunnels,resilience can be scientifically enhanced at different stages through pre-disaster improvements in load-bearing capacity and sensing capabilities,optimization of disaster monitoring,and post-disaster reinforcement of residual capacity,emergency response,and recovery capabilities.At the road network structure level,resilience enhancement involves pre-disaster emergency preparedness,real-time disaster assessment,and post-disaster coordination,ensuring the adaptability and robustness of the transportation network.Continuous advancements in resilience research and technological innovation for land transportation infrastructure are of great significance in achieving the strategic goal of developing a strong and resilient transportation system.
