摘  要:在加快发展新质生产力的战略背景下,集成电路产业兼备创新质量提升、产业动能激活的关键作用。本文将发明专利质量作为创新质量的量化代理指标,解析发明专利生命周期特性,基于技术(T)、经济(E)、法律(L)三维度及创造、申请、审查、运营四阶段,构建“TEL—全流程”测度体系,实证考察中国271个城市集成电路产业创新质量的时空演进规律和网络结构特征。研究发现:中国集成电路产业创新质量整体呈稳步提升态势,高创新质量城市主要集聚于长三角地区,辐射引领周边城市创新质量的提升;产业链视角下,集成电路产业材料设备环节与封测环节创新质量显著高于设计及制造环节;城市集成电路产业创新质量的空间关联呈网络结构形态,其紧密度逐步增强,深圳、武汉、南京等城市位于网络核心,具备资源和信息优势。研究结论为各市提升集成电路产业创新质量、深化联动效应提供了数据支持。In the context of accelerating the development of new quality productivity,the integrated circuit industry plays a key role in improving innovation quality and activating industrial momentum.This article is based on the perspective of invention patents as an indicator of innovation quality and analyzes the characteristics of the lifecycle of invention patents.Based on the three dimensions of technical quality(T),economic quality(E),and legal quality(L),as well as the four stages of creation,application,examination,and operation,a“TEL-full process”measurement system is constructed to empirically examine the spatiotemporal evolution of innovation quality in the integrated circuit industry in 271 cities in China.The social network analysis method is used to summarize the network structure characteristics of innovation quality.Research has found that:(1)The overall innovation quality of China’s integrated circuit industry is steadily improving.In terms of spatial agglomeration,high innovation quality cities are mainly concentrated in the Yangtze River Delta region,leading the improvement of innovation quality in surrounding cities through spatial spillover effects.(2)From the perspective of the industrial chain,the innovation quality of the material and equipment link and packaging and testing links in the integrated circuit industry is significantly higher than that of the design and manufacturing links.(3)The spatial correlation of innovation quality in the integrated circuit industry between cities presents a network structure,with the degree of network tightness gradually increasing.Cities such as Shenzhen,Wuhan,and Nanjing are located in the network core and have resource and information advantages.The research conclusion provides data support for improving the innovation quality of the integrated circuit industry and deepening the linkage effect in various cities.
