打造中国式现代化的广州样板——广州面向2049的城市发展战略探索与实践

摘　　要：为全面学习把握党的二十大精神,贯彻落实习近平总书记赋予广州的使命任务,广州积极开展面向2049的城市发展战略研究。本文系统梳理了广州2049城市发展战略研究的主要内容,将整体研究思路在中国式现代化语境下予以解读,即以中国式现代化的内涵与要求作为战略谋划的逻辑起点,基于中国式现代化的五方面特色,转译出城市发展集聚性、人民性、文明性、共生性、开放性等五大关键特性,结合广州当下面临的实际问题,指向发展战略的重点研究议题,即空间治理上统筹区域协调发展和市域空间方针,战略举措上系统推进创新、海洋、宜居、人文、韧性、开放、枢纽等“七个之城”建设,最终助力广州迈向“出新出彩的中心型世界城市”这一战略目标,为推进和拓展中国式现代化提供广州经验。To comprehensively study and grasp the spirit of the 20^(th) National Congress of the Communist Party of China,and implement the mission and tasks entrusted to Guangzhou by General Secretary Xi Jinping,the research of Guangzhou Urban Development Strategy towards 2049 is actively carried out.This paper systematically sorts out the main contents for Guangzhou Urban Development Strategy towards 2049,and interprets the overall research ideas under the context of Chinese-style modernization,which requires to take the connotation and requirements from Chinese-style modernization as the logical starting point of strategic planning.Based on the five characteristics of Chinese-style modernization,the five key characteristics of urban development are translated,including agglomeration,people orientation,civilization,symbiosis and openness.The key issues of research for development strategy are guided by the the actual problems faced by Guangzhou at present.Regional development and urban spatial policy are coordinated in spatial governance,and the construction of seven cities are systematically promoted,including innovation,ocean,livability,humanities,resilience,openness and hub,which aims to help Guangzhou move towards the strategic goal of"a new and wonderful central world city",as well as to provide Guangzhou experience for promoting and expanding Chinesestyle modernization.
