流域-海洋双重动力下的区域型城市战略思考——以广州面向2049的城市发展战略为例

摘　　要：广州作为一个有着两千多年历史的老城市,具有“河港+海港”的优越交通条件和陆海链接、双向开放的独特枢纽区位,城市功能和空间格局一直受到“流域-海洋”双重动力影响。当前,在新发展格局的新要求下,广州面向2049的城市发展战略需要继续立足“流域-海洋”双重动力,探索粤港澳大湾区“一点两地”的总体要求下的区域型城市发展战略。本文基于区域空间历史演变历程和发展趋势,系统分析广州在流域和海洋两种动力下城市功能的作用机制和互动关系,明确协同超级湾区、建设无界都会的区域协同策略,提出双循环新格局下城市空间向海延伸、向陆拓展等功能体系和空间格局优化方向,为海陆双动力影响下的老城市发展提供经验借鉴。As anoldcitywithahistoryof more than two thousand years,Guangzhou has the superior traffic conditions due to the river ports and sea ports,as well as the unique hub location of land-sea link.The urban function and spatial pattern have been affected by the dual power of"basinocean".At present,under the new requirements of the new development pattern,Guangzhou Urban Development Strategy Towards 2049 needs to continue considering the dual power of"basinocean"to further explore the regional development strategy under the new requirements of one point and two places.Based on the historical evolution and development trend of regional space,this paper systematically analyzes the mechanism and interaction of Guangzhou's urban functions under two driving forces of river basin and ocean,clarify the regional coordination strategies for collaborative super bay area and building boundless metropolis,and put forward the functional system and optimization direction of spatial pattern under the new pattern of"dual circulation",which provides experience for the development of old cities under the influence of sea-land dual power.
