摘　　要：岭南自古就是中华农耕文明的海洋文化亚区,中心城市广州则是千年商都、世界大港,具有世界海洋城市的特征。本文回顾总结了广州历版战略规划中的“得”与“失”,辨析出广州城市结构从“市区-市域-区域”的跨越。跳出广州,在区域统筹发展背景下,分析粤港澳大湾区向“巨型城市区域”演化对广州城市发展的机遇与挑战。深入广州,揭示了广州两层经济、城市包容、社区折叠的社会经济特征,提出了发展新质生产力、优化民间经济环境的对策。本文依据华南理工大学团队的咨询方案,提出了在“巨型城市区域”时代再造省城的宏大命题,给出了“拉住佛山”的广佛同心战略,“联动东莞”的狮子洋战略,以及重新定义“黄金内湾”以南沙“协同深圳”的战略。The south of the Five Ridges has been a subregion with maritime culture for the Chinese agricultural civilization since ancient times,and Guangzhou,as its central city,is a millenniumold commercial capital and a world-class port,featuring as world maritime city.This article reviews and summarizes Guangzhou's"gains"and"losses"in the previous strategic planning,and analyses Guangzhou's urban development structure following"urban area-administrative area of the city-region".Beyond Guangzhou and under regional coordination,the opportunities and challenges for Guangzhou urban development are analyzed during the evolution of Guangdong-Hong Kong-Macao Greater Bay Area into"megacity region".Within Guangzhou,socio-economic characteristics are revealed,including a two-tier economy,urban inclusiveness,and community folding,and it also proposes to develop new productivity and optimize the private economic environment.Combined with the consulting program"Guangzhou Urban Development Strategy Towards 2049"from South China University of Technology team,this paper puts forward to reconstruct the provincial city(CANTON)in the era of"Mega City Region",which plans the concentric strategy of Guangzhou-Foshan and strategy of Shiziyang Estuary of linking Dongguan,as well as redefining the"golden inner bay"to"collaborate with Shenzhen"by Nansha.
