摘 要:依托数字孪生水利建设,水利行业全力夯实水利数据要素发展基础。目前水利行业建立了较为完善的数据资源体系,但是水利数据要素化过程尚未完成,数据开发利用程度仍需加强,数据治理和融合仍有很大发展空间,且面向数据要素市场化的行业制度尚不完备,市场需求不明确,流通交易通道未打通,市场化场景尚需探索。总结水利数据要素化总体思路与任务,研究并提出了水利数据要素化建设方案,主要包括构建完善高质量水利数据资源体系,推进实现水利数据资产化,建立水利数据要素制度体系和安全保障体系,探索建立多元流通的水利数据要素市场,健全水利数据要素保障机制。在此基础上,探索提出“以数强基、以数增效、数字赋能、数惠民生”水利数据要素乘数效应激活路径。从健全数据要素市场体制机制、促进水利数据要素流通、夯实数字孪生水利算据基础、探索跨界协同的要素体系建设、拓宽水利建设投融资渠道等方面提出思考与建议。Leveraging digital twin water conservancy construction,the water sector is diligently strengthening the foundational development of water data elements.Currently,a relatively comprehensive data resource system has been established in the water sector.However,the process of transforming water data into key elements remains incomplete,data development and utilization require further enhancement,data governance and integration still have significant room for improvement,industry systems oriented towards the marketization of data elements are not yet fully developed,market demand is unclear,circulation and transaction channels are not established,and market-oriented scenarios need further exploration.This paper summarizes the overall approach and tasks for transforming water data into key elements and proposes a construction plan,which mainly includes building a high-quality water data resource system,promoting the assetization of water data,establishing institutional and security assurance systems for water data elements,exploring the establishment of a diversified circulation market for water data elements,and improving the guarantee mechanisms for water data elements.On this basis,the paper explores and proposes activation pathways for the multiplier effects of water data elements through“strengthening the foundation with data,enhancing efficiency with data,empowering with data,and benefiting people’s livelihoods with data”.Thoughts and suggestions are provided from aspects such as improving the market mechanisms for data elements,promoting the circulation of water data elements,consolidating the computational and data foundations of digital twin water conservancy,exploring the construction of cross-sectoral collaborative element systems,and broadening investment and financing channels for water conservancy construction.
