摘  要:以永定河北京城市段为例,论述了北京河道治理四个阶段,即20世纪80年代的防洪排涝阶段、20世纪90年代的工程治河阶段、21世纪初至2023年的生态治理V1.0阶段、2023年海河“23·7”流域性特大洪水以来的生态治理V2.0阶段的主要工程措施实施理念。重点分析了生态治理V1.0阶段成果以及海河“23·7”流域性特大洪水后暴露出的相关问题,研究提出了生态治理V2.0模式,强调在防洪安全和生态韧性方面提升治理标准,增强绿化适应性,改进道路与设施系统的防洪能力。通过分析洪水对河道形态、堤防和生态景观的影响,识别了河道生态系统的脆弱性和现行治理策略的不足。研究结果表明,生态治理V1.0阶段虽然取得了一定成效,但在极端天气事件面前仍显不足,需进一步完善防洪体系,提升韧性设计,优化水体系统,加强绿化系统的空间管控及防洪适应性,并完善道路与设施系统的防洪措施,以期为构建更安全、生态、可持续的城市河道生态系统提供科学参考。Taking the Yongding River’s urban section in Beijing as an example,this paper discusses the four phases of river management in Beijing:the flood control and drainage phase of the 1980s,the engineering river management phase of the 1990s,the ecological management V1.0 phase from the early 21st century to 2023,and the ecological management V2.0 phase since the“23·7”catastrophic flood in the Haihe River basin in 2023.It focuses on analyzing the outcomes of the ecological management V1.0 phase and the issues exposed by the“23·7”catastrophic flood.The study proposes an ecological management V2.0 model,emphasizing the enhancement of management standards in terms of flood control safety and ecological resilience,improving the adaptability of green spaces,and enhancing the flood control capabilities of road and facility systems.By analyzing the impact of floods on river morphology,embankments,and ecological landscapes,the study identifies the vulnerabilities of river ecosystems and the shortcomings of current management strategies.The findings indicate that although the ecological management V1.0 phase achieved certain successes,it remains inadequate in the face of extreme weather events.There is a need to further improve the flood control system,enhance resilient design,optimize water systems,strengthen spatial control and flood adaptability of green systems,and improve flood control measures for road and facility systems.This aims to provide scientific references for constructing safer,more ecological,and sustainable urban river ecosystems.
