共同体视域下重特大事件档案信息资源共享策略研究

摘　　要：共同体视域下重特大事件档案信息资源共享可以促进突发事件信息资源的开发利用、推动档案应急管理体系建设和重特大突发事件的治理能力提升。本文从重特大事件档案信息资源共享的内涵出发,剖析重特大事件档案共享领域面临的实践症结,并基于共同体的核心观念从价值趋同、多元化主体、配套规范三个方面提出重特大事件档案信息资源共享的优化路径,以期实现多方合作基础下的重特大事件快速应急响应,从而保障人民群众生命财产安全,促进社会治理现代化,维护国家安全。The sharing of archival information resources of major events from the perspective of community can promote the development and utilization of information resources of emergencies,promote the archival emergency management system construction,and enhance the governance capacity for major events.This paper starts from the connotation of archival information resources sharing of major events,analyzes the practical crux faced in the field of major event archives sharing,and proposes an optimization path for sharing information resources of major events archives based on the core concept of community from three aspects:value convergence,diversified subjects and supporting norms,in order to realize rapid emergency response of major events based on multi-party cooperation,protect the safety of people's lives and property,promote the modernization of social governance,and safeguard national security.
