新民主主义革命时期中国共青团发展团内民主的历程及其经验

摘　　要：团内民主是中国共青团的生命,共青团自成立伊始就十分重视发展团内民主。新民主主义革命时期,在中国共产党的领导下,共青团推进团内民主建设实践经历了建团初期至大革命时期的初步探索、土地革命战争时期的巩固发展以及全面抗战时期至解放战争时期的恢复完善三个历史阶段。这一时期,中国共青团在探索加强团内民主建设的历程中,形成了许多宝贵的历史经验,即要坚持党的领导,以党内民主带动团内民主;坚持民主集中制,辩证看待民主与集中的关系;加强团内民主制度建设,规范团内民主生活;尊重团员主体地位,保障好团员民主权利;开展团内民主教育,切实提高团员民主意识。新时代发展团内民主必须以史为鉴,只有这样,才能有效促进团内民主建设得到切实发展。Internal democracy is the life of the Chinese Communist Youth League,which has attached great importance to the development of internal democracy since its inception.During the period of the new democratic revolution,under the leadership of the Communist Party of China,the practice of the Communist Youth League in promoting democracy within the League has gone through three historical stages:the initial exploration from the early days of the League to the period of the great revolution,the consolidation and development during the agrarian revolutionary war,and the restoration and improvement from the period of the comprehensive anti-Japanese war to the period of liberation war.During this period,the Communist Youth League of China,in the course of exploring the strengthening of the democratic construction of the League,has formed many valuable historical experiences,namely,to adhere to the leadership of the Party,to drive the League's internal democracy with the Party's internal democracy;to adhere to the system of democratic centralism,and to look at the relationship between democracy and centralisation in a dialectical way;to strengthen the construction of the League's internal democratic system,and to regulate the democratic life of the League;to respect the status of the main body of the League's members,and to safeguard the democratic rights of the League's members;and to carry out the League's internal education in democracy,and to effectively raise the democratic awareness of the members.The development of democracy within the League in the new era must take history as a guide;only in this way can we effectively promote the practical development of democracy within the League.
