摘　　要：青年社会保障是回应青年发展利益诉求的社会安全制度和利益分配制度。现阶段,青年社会保障发展呈现出政策环境不断优化、覆盖人群持续扩大、待遇水平稳步提升、城乡差距不断缩小、服务体系不断健全等良好局面,但也存在着整体性系统性思考不够、专属性和分层分类不明显、不平衡不充分问题突出、认知度满意度不高、重点人群和领域关注较少等问题,面对人口结构变化、青年流动性以及新兴行业发展等新形势、新问题,青年社会保障高质量发展需从强化顶层设计、加强协同联动、明确工作重点、创新工作思路、重视宣传教育等方面进行系统思考。Youth social security is a social security system and interest distribution system that responds to the interests of youth development.At present,the development of youth social security has shown a good situation,such as the continuous optimization of the policy environment,the continuous expansion of the coverage of the population,the steady improvement of the level of treatment,the narrowing of the gap between urban and rural areas,and the continuous improvement of the service system.However,there are also some problems,such as insufficient overall systematic thinking,inconspicuous specificity and hierarchical classification,prominent imbalance and insufficient problems,low awareness and satisfaction,and less attention to key groups and fields.In the face of new situations and new problems such as changes in population structure,youth mobility and development of emerging industries.The high-quality development of youth social security needs to be systematically considered from the aspects of strengthening top-level design,strengthening coordination and linkage,clarifying work priorities,innovating work ideas,and attaching importance to publicity and education.
