摘　　要：论文基于“国家-民族”的理论视角,认为在国家治理体系的框架下,国家与中华民族是管理与被管理、庇护与被庇护的关系,呈现伞式结构,国家在物质、观念、认同三个层面上发挥着主导作用。以此为基础,国家进行三个层次的建设:第一层次有形性是物质建设,国家统筹“五位一体”建设,为中华民族巩固了共同的国家基础、发展基础、精神基础、实践基础、环境基础;第二层次有感性是观念树立,各民族牢固树立正确“五观”,增强了中华民族的国家认同、民族认同、历史认同、文化认同、宗教认识;第三层次有效性是高度认同,中华民族必须坚定“五个认同”,铸牢中华民族的国家共同体、命运共同体、文化共同体、政治共同体、制度共同体。从而形成以国家为主导的铸牢中华民族共同体意识有形有感有效治理模式,转化为国家治理的效能和优势,成为全面建成社会主义现代化国家的民族事务治理模式。Based on the theoretical perspective of "Country-nation", the paper believes that under the framework of the national governance system, the relationship between the state and the Chinese nation is between management and being managed, sheltered and sheltered, presenting an umbrella structure, and the state plays a leading role in the three levels of material, concept and identity. On this basis, the country carries out three levels of construction. The first level is material construction, and the state coordinates the "five-in-one" construction, which consolidates the common national foundation, development foundation, spiritual foundation, practical foundation and environmental foundation for the Chinese nation;the second level of sensibility is the establishment of ideas, and all ethnic groups firmly establish The correct "five views" have enhanced the national identity, national identity, historical identity, cultural identity and religious understanding of the Chinese nation;the third level of effectiveness is high recognition. The Chinese nation must firmly establish the "five identities" and forge the national community, community of destiny, cultural community, political community and system of the Chinese nation. Thus, it forms a state-led and effective governance model that strengthens the sense for community of the Chinese nation, transforms it into the effectiveness and advantages of national governance,and becomes an ethnic affairs governance model for building a modern socialist country in an all-round way.
