古代监察制度对现代监察法治建设的启示——从平遥察院谈起

摘　　要：平遥察院是我国现存规制最完善、体量最大、保存最完好的古代县级察院。中国古代监察制度历时2000余年,在国家治理的过程中,对于监督百官、激浊扬清、保证国家机器的正常运转发挥了巨大作用,是中国古代政治架构中成功的顶层设计,是国家治理体系中颇具特色的制度。应以科学客观的态度借鉴、吸纳中国古代监察制度的有益做法,摒弃其弊端与不足,全面推进国家监察体制改革,切实把制度优势转化为治理效能,完善中国特色监察官制度。The Pingyao ChaYuan(Censorate:judicial function)is the ancient county-level supervisory office in China with the most complete regulations,the largest scale and the best preservation.The ancient Chinese supervisory system lasted for more than 2,000 years.In the process of national governance,it played a huge role in supervising officials,eliminating the evil and praising the good,and ensuring the normal operation of the state machinery.It was a successful top-level design in the ancient Chinese political structure and distinctive system in the national governance system.We should draw on and absorb the beneficial practices of the ancient Chinese supervisory system with a scientific and objective attitude,discard its drawbacks and deficiencies,comprehensively promote the reform of the national supervisory system,effectively transform the institutional advantages into governance efficiency,and improve the supervisory official system with Chinese characteristics.
