数字金融与财政科技支出协同对城市土地绿色利用效率的影响研究

摘  要:基于2011—2020年我国283个城市的面板数据,采用耦合协调度模型对数字金融与财政科技支出协同水平进行评估,并使用超效率SBM模型测度了城市土地绿色利用效率。在此基础上,运用面板Tobit模型、中介效应模型和门槛效应模型实证分析了数字金融与财政科技支出协同对城市土地绿色利用效率的影响。研究显示:数字金融与财政科技支出的协同水平逐年提高,但总体上仍处于较低水平;二者协同能够显著提高城市土地绿色利用效率;二者协同通过技术创新来提升城市土地绿色利用效率;在非资源型城市、电子政务示范区和省会城市,二者协同的促进作用更强;随着协同水平和财政分权水平的提升,二者协同对城市土地绿色利用效率的正向影响逐渐增强。Based on the panel data from 283 cities in China from 2011 to 2020,we apply the coupled coordination degree model to assess the synergy level between digital finance and fiscal science and technology expenditure.This paper also employs the super-efficient SBM model to measure the urban land green utilization efficiency.Based on this,we empirically analyze the synergy impact of digital finance and fiscal science and technology expenditure on the urban land green utilization efficiency by the panel Tobit model,mediating effect model and threshold effect model.The findings are as follows:The synergy level has gradually increased between digital finance and fiscal science and technology expenditure,but it is still a relatively low level in general;The synergies can significantly improve the urban land green utilization efficiency,and technological innovation is an important impact mechanism;In the non-resource cities,electronic government demonstration areas,and provincial capitals,the promotional effects are stronger;As the level of synergy and fiscal decentralization increases,the positive impact of the synergy gradually enhances on the urban land green utilization efficiency.
