摘 要:针对近年来城市洪涝灾害频发问题,以襄阳市中心城区为例,介绍了其排水防涝现状,分析其内涝成因,包括流域防洪体系不健全、城市建设与洪涝缺乏统筹、城市涝污治理不协同、排水防涝设施欠账较多、运维管理与应急预警机制不完善等问题。明确襄阳市“源头减排、管网排放、蓄排并举、超标应急”排水防涝工程体系及其治理目标,在此基础上从区域流域、城市、设施等层面提出一系列技术对策。以期为沿江城市排水防涝提供参考与借鉴。In view of the frequent occurrence of urban flooding disasters in recent years,this paper uses the central urban area of Xiangyang as an example to introduce its status of drainage and flood prevention and to analyze the causes of urban waterlogging.The causes include an incomplete flood control system in the basin,lack of integrated planning between urban construction and flood management,unsynchronized management of urban waterlogging and pollution,deficiencies in drainage and flood prevention infrastructure,and imperfect operation,management,and emergency early-warning mechanisms.This paper clarifies the drainage and flood prevention engineering system of Xiangyang city,which focuses on“source reduction,network discharge,combined storage and drainage,and emergency response to excesses,”as well as its management goals.On this basis,a series of technical strategies are proposed at the regional basin,city,and facility levels,with the aim of providing references and lessons for riverine city drainage and flood prevention efforts.
